"Overkill" is not based on 'too many weapons on target', but on 'how many weapons do not effectively hit their target'.
Because they are so carefully maintained, US nuclear forces have a very 'low' overkill, of perhaps 40% (failed use). But all missiles, rockets, etc. have an overkill because so *many* things can go wrong with them.
While the above map only shows failed launches, it is only a fraction of overkill.
