So selling classified weapons technology to the ChiComs, or conspiring to sell political influence with a special cut “for the big guy” is no big deal, but sell them some fossils and it’s off with your head? Makes perfect sense in this corrupt, upside-down country.

The federal government would rather the fossils be destroyed by natural processes, rather than have private parties profit from them.
A great many fossils are exposed, then destroyed by weathering, because the federal government will not process them, and prevents anyone else from processing them.
