My city has decided to convert our very empty downtown highrise commercial buildings to condos and apartments for a downtown so crime-ridden no one wants to risk.

They haven't thought of the enormous cost of attempting conversion. Just tax some more!

"The new levy will charge landlords $250 per linear foot of street frontage if the owner (or tenant) keeps it unoccupied for more than 182 consecutive days. The fee goes up to $500 in 2023 and $1,000 in subsequent years."
