Virtually all electric utilities have three sets of “cost allocations.” They are typically divided into monthly fixed costs, variable demand (kW) related costs, and variable energy (kWh) related costs.

Most industrial customers bills include a monthly customer charges, a demand charge based on the amount of peak kW used, and an energy charge based on kWh used.

In California, most investor-owned electric utility residential customers pay for electricity in a variety of crazy historic ways. The oldest form was a monthly customer charge and a variable energy charge. The demand component has at various times been included in either or both the monthly charge and the variable energy component. Sometimes, the energy charge changes in price depending upon how much electricity is consumed. That is the first 100 to 500 kWh per month is at a low price, then the next block of electricity is charged at a higher per kWh rate. Sometimes there are many blocks to discourage high electric power usage.

From what I have read, what is being proposed is that the residential customer monthly charge will now become a function of the customers income. That is the only component of the rates (as I understand things) that will become income related.

Currently California PG&E, Southern Cal Edison and San Diego Gas & Electrics residential rates are so complex, that few can actually understand them. This is especially true for those that want to participate in Green Energy programs and in sharing the benefits of certain solar installed by 3rd parties.

My perspective is that this is just more “woke virtue signaling” on the part of those regulating electric utilities.

The problem I see is that this is a slippery slope. If electricity is partially sold on the basis of “income” why should not water, sewage treatment charges, garbage pick up, gasoline, road tolls, sales taxes, property taxes, traffic fines, also be charged on an income basis. I think that those things will need woke virtue signaling in the near future.

If more legislative interest occurs on the basis of reparations, then I can see all kinds of utility rates, government fees, etc. also being charged on the basis of race. After all, white privilege needs to be stamped out.

They already monitor everybody’s electricity usage continually, so persons accepting the discount should be willing to allow the system to set their thermostats.

Even in ancient Israel per God’s direct command, the poor gleaned the corners of the fields after they had been harvested.

Mrs. Worker might be able to quit her job so Mr. & Mrs. Worker will qualify for an affordable unit.

Do you have an affordable unit available should be the first question new housing unit buyers (and all renters) ask?

Right. Normal people who may hate EVs and climate change restricted power generation who have jobs or invest their income have to pay for the supposedly downtrodden hopeless masses of loafers?

This should be exploited by our side. This could build resentment against the socialist loafers.
