Two possibilities:

(1) If Biden stays on the ticket, they realize that people are going to be looking at the vice-presidential candidates much more closely than usual (because of Biden's age and dementia) — that is, the VP candidate will matter for a change. So changing running mate could help Biden.

(2) If Biden doesn't stay on the ticket, they don't want any serious thought given to running Kamala Harris for president in his place. They know that she would lose in the general.

Well, that is grammatically ok if adding a missed comma for clarity, but if I was trying to present a well-ordered thought for real publication, I'd have written:

"Biden’s increasing physical frailty and diminishing faculties are concerning, notwithstanding his relatively successful State of the Union address."

When you get right down to it, it's still a slam @ Biden. :-)

I can't think of a single RAT that SHOULD NOT "step aside for the good of the country".
