The Pennsylvania Department of Transportation took the next step toward replacing and charging tolls on as many as nine bridges Monday, but motorists won’t pay to use the bridges until 2023 at the earliest. PennDOT announced it has selected three firms to submit proposals for finishing the design of the nine bridges and propose whether to bundle them together under one contract, replace them individually or a combination of the two. The 48-year-old Interstate 40 bridge between Arkansas and Tennessee was rated as being in “fair” condition with a sufficiency factor of 58% before a “significant” fracture was discovered on May 11. The structure has remained closed to traffic since that time as crews work to repair the damage, first stabilizing the bridge to accommodate the equipment needed and then removing and replacing the damaged portion of a 900-foot structural beam. The Louisiana Legislature voted overwhelmingly Thursday to move approximately $300 million annually from a fund that pays for higher education and health care to a fund that pays for large transportation projects. Supporters have said the spending will not only improve the state’s infrastructure system, but that it will also create construction jobs.
