US Defense Secretary Robert Gates states that the low casualty rates are a sign of "real progress" in Iraq. Additionally, and equally as important, the number of Iraqi casualties has dropped significantly during the month of May as well. The drop in casualties on both sides is largely accredited to the heightened security measures taken in and around the country.
