I’ve been trying to figure his walk out. I looks like his feet never get in front of his body. I’m not sure how he moves forward like that. Any photo from the side shows him dragging a spindly leg behind, you never see a foot swung forward of the plane of his body. It’s like his stiff torso is somehow propelled forward and his shuffling feet just keep up.

We’ve got this thing called provisional voting. People who aren’t on the voting roll at the precinct or who were already mailed an absentee ballot can walk in and vote. These votes are held aside and then handled separately to try to make sure the person has not voted twice.
It takes a long time and races aren’t officially called for weeks or months after election day.
Late absentee ballots receive the same treatment.
It’s frustrating for people in close races. It also facilitates corruption and ballot dumping which favors Democrats.
Keep in mind, Garvey’s race was funded by Schiff, who didn’t want to face a popular Democrat in the general election. (Our anti-democratic open promaries are another augject).

I’m guessing he got cuffed for either saying too much to the cops or for saying nothing. Let’s hope it’s the latter.
Unfortunately, using a firearm in California is likely to lead to bankruptcy, whether you are found innocent or guilty. A civil suit from the dead perp’s family will follow for sure.
I’ve considered CCW insurance but don’t have any confidence that they will actually cover the things they promise to.
