Yesterday, several of us pointed out during the FL SCT hearing as well as hours following that the Section 168 required certification immediately so that the candidate who loses has 10 days to contest an election. Section 168 also gives the winner 10 days to respond to the candidate who contests the election. Then a hearing has to be set within 7 days to rule on the contest of election.
