Concord used to be a nice city in Contra Costa County, which had far higher prestige than Alameda County that borders it to the south. In a few years, the city will start "slumifying" and developers will have less incentives to build new multitenant housing. Homelessness and unaffordable housing and homelessness will actually go up, not down. This is a tried-and-true result wherever the commies try this anti-property owner nonsense.
