LANCASTER - A veterinarian testified at a preliminary hearing Thursday about the condition of the 236 wild Chihuahuas taken from an Acton home last year. Emma Harter, 73, is facing two counts of cruelty to animals, one count of battery of a peace officer, one count of creating a public nuisance and four counts of keeping unsanitary kennels. The hearing is to continue today at the North District Lancaster Courthouse. After the hearing, a judge will determine if there is enough evidence to hold Harter for trial on the charges.
