Bethlehem Mayor John Callahan proposed Tuesday an ordinance aimed at speeding up the resolution of discrimination complaints and offering new protections for people who believe they are discriminated against based on sexual orientation or gender identity. The proposed ordinance calls for forming a seven-to-15-member Human Relations Commission that would enforce those principles when it comes to housing, employment and public accommodations. The Pennsylvania Human Relations Act already does that for complaints of discrimination based on race, age, religion, ethnicity and disability. But the state has yet to include protections for sexual orientation and gender identity.
