The Diversity Visa Lottery program was in the news last week after it was revealed that Sayfullo Saipov, the Paterson resident accused of masterminding that Manhattan terrorist attack, came here from Uzbekistan on such a visa. The program hands out 50,000 green cards per year to randomly chosen people from all over the world, none of whom have to prove they have anything more than the equivalent of a high-school diploma.
