They are, we are quite certain, planning future large-scale attacks right now, today--as our nation remembers and honors the victims of Sept. 11. The killers' approach is dangerously flexible; they are always seeking new angles from which to strike. Their flexibility makes them a considerable opponent. Our flexibility, cohesion and resolve must be stronger than theirs to win this war.
