Nebraska officials say a pair of migrants shot and killed a North American bald eagle - a protected animal and the national emblem of the United States - with the intention of eating the bird. SACRAMENTO (AP) - The state Department of Fish and Game is changing how it manages its game wardens because of a worsening shortage that has left some portions of the state without any protections at all against poachers.
