    In early March of 2002, New York City's Department of Design and Construction created a World Trade Center construction service road adjacent to West Street by placing fill and pavement over un-searched debris. They never tore up that road. On October 19, 2006, Con Edison workers accidently discovered a large human bone in debris taken from a manhole adjacent to that road.
