A Johns Hopkins University student armed with a samurai sword killed a man who broke into the garage of his off-campus residence early Tuesday, a Baltimore police spokesman said.

We're coming from Wilmington DE/Philadelphia area, traveling south on I-95. I'm thinking, when we hit I-695, taking outer loop ("counterclockwise") around Baltimore. Option 1 seems to be to exit I-695 at North Charles St. We get off I-695 quicker, but I'm unsure how fast North Charles is. Are there many lights? Option 2 is to continue on I-695 to I-83 south.
