For Cleveland suburbs, Shaker and Parma have little in common other than that, until recently, Democratic presidential candidates could count on their votes. But in 2016, Parma voted for Donald Trump, and Shaker didn’t. To Clevelanders, this split followed a certain logic. Shaker and Parma have long been of different tribes, though the same political party.

Mr. Mason, 51, a former high-ranking Democratic state lawmaker and a top county prosecutor, had not been formally charged as of Monday morning in the death of his wife, Aisha Fraser Mason.

"I want you to know you're the reason that I ran for this office in the first place. You remind me what we are still fighting for," Obama said to tepid cheers. Cal Professor John Ogbu thinks he knows why rich black kids are failing in school. Nobody wants to hear it. The black parents wanted an explanation. Doctors, lawyers, judges, and insurance brokers, many had come to the upscale Cleveland suburb of Shaker Heights specifically because of its stellar school district. They expected their children to succeed academically, but most were performing poorly. African-American students were lagging far behind their white classmates in every measure of academic success: grade-point average, standardized test scores, and enrollment in advanced-placement courses. On average, black students earned a 1.9 GPA while their white counterparts held...

The streets are empty. Trash rustles down the road past rusted barbecues, abandoned furniture, sagging homes and gardens turned to weed. This is Shaker Heights, a suburb of Cleveland and a town ravaged by the subprime mortgage crisis roiling the United States. Faded "for sale" signs sit in front of deserted houses. The residents are gone, either in search of new jobs after the factories shut down, or in shame after being evicted for missing their mortgage payments.
