Social media users have reacted to a viral video in which Police Minister Bheki Cele says that people with tattoos have “gangster tendencies”. According to News24, Cele was speaking to the media and residents of Orlando East in Soweto, Gauteng, following the weekend fatal mass shooting at a local tavern.
