State Sen. Wesley Bishop, a Democrat from New Orleans who recently announced he would not seek re-election after eight years in the Legislature, is under federal investigation for possible payroll abuse, records show. Bishop serves as associate vice chancellor for academic affairs at Southern University at New Orleans.
