    BALTIMORE —The FBI was flying spy and surveillance planes over west Baltimore during the April riots. Two surveillance planes were spotted flying over west Baltimore during the riots, circling for days. "We've done it in Baltimore, we did it in Ferguson as well, as I recall," FBI Director James Comey told members of Congress this week. The American Civil Liberties Union of Maryland said Friday that it has obtained reams of documents through a Freedom of Information request from the FBI and the Federal Aviation Administration that detail the flights.

    Iraq forced the suspension of U.S. surveillance flights, threatening one of two planes already in the air, a senior U.S. official said Tuesday. Two American U-2 planes were already in the air, the senior official said. He said they were the seventh and eighth sent on a surveillance assignment since the council approved the resolution unanimously, and that the flights had been coordinated with the U.N. inspection agency.
