I’ve spent a career managing and working on the contractor side of military projects. My last gig was as program manager of OASIS, a $54 million dollar project under investigation by the GAO for fraud and abuse. I exonerated the company from wrongdoing and helped the Navy PM establish why the project had overrun so badly. (They followed laws and procedures exactly. Amazing what an unexpectedly bad outcome that can cause.)
