See now, I don't see much leadership from Frodo til later when he tames Smeagol and meets Farimir. Yes, he show courage and other good qualities, but seems to defer to Gandalf and Strider (and earlier to Merry) for leadership. His plans were to leave the Shire with just Sam, Merry & Pippin wouldn't let him go alone.
Then on Amon Hen, he decides to go alone to Mordor, til Sam forces him to take him along. He is willing to accept the dangers for himself but not lead others in to peril.

I agree, I just think that so far, he hadn't made any of the decisions, and I think he begins to here.
