FROM electricity, to software, to myriad goods and services purchased through a no-bid contracting program, the suspicion is running strong in Sacramento that the state is business friendly in a way never intended: It's an easy mark.

Electricity is an old story that got a fresh jolt Wednesday with the accusation that Perot Systems, which wrote the software for the electricity marketplace, told sellers of power how to ``game'' the system for profit.

It all adds up to a lot of legislative investigation. The burden of carrying out the solutions, however, falls on the executive branch, and on Davis, to restore confidence that the state knows how to do business.

Gov. Gray Davis has suspended most no-bid contracts for the time being.

Right. After the cork is out of the bottle and the genie has escaped.

Both Davis and the Legislature have initiated reviews of the no-bid system.

And this really helps a lot now that the state is already broke. And to think the idiots out here are going to re-elect this clown. Just what we need. Four years of more of the same.

A story on the front page of Thursday's Mercury News detailed concerns about the growth of no bid purchases, from $84 million in 1994-95 to nearly $1 billion today. It all makes one wonder whether the state knows what it is doing.

Funny isn't it? We've all been wondering the same thing......{{{smirk}}}.

Hey, but the state is going to stop global warming by prohibitting vehicles from emitting carbon dioxide although there's no technology out there that can do that.

Clueless? Naw.... Just ask them. They're "enlightened."
