It all adds up to a lot of legislative investigation. The burden of carrying out the solutions, however, falls on the executive branch, and on Davis, to restore confidence that the state knows how to do business.

Gov. Gray Davis has suspended most no-bid contracts for the time being.

Right. After the cork is out of the bottle and the genie has escaped.

Both Davis and the Legislature have initiated reviews of the no-bid system.

And this really helps a lot now that the state is already broke. And to think the idiots out here are going to re-elect this clown. Just what we need. Four years of more of the same.
