In his youth Gene Burdick, U. of California, Berkeley, Political Science professor and author (the Ugly American, etc.,) was greatly concerned that politics as practiced in Southern California made it frighteningly easy for an immoral individual to become the Governor of California. His fears, memorialized in his great National Book Award winner, "The Ninth Wave", have been realized with Gay Davis.

His grasping at straws reveals a deep vein of defensiveness: Unable to explain his own mismanagement -- he inherited a swelling surplus and then proceeded to spend through it like a drunken sailor -- he feels the need to fake up a record of mismanagement for his opponent. This is great! Dump Davis!
