But she doesn't mention taxes as the solution. Instead, she says the state will have to ask hard questions about whether it can continue some statutory duties. It will have to revisit the division of responsibilities between levels of government. Here it comes , the state is going to suspend payment to many local government units.
Wilson did this in the early 90's.
