They hold whites accountable to civilized standards of behavior. Blacks are not held to civilized standards of behavior. From the liberal's point of view, it might even be racist to expect blacks to adhere to civilized standards of behavior.It is the apologists for black criminal behavior who are the racists, here & abroad.

I don't think decolonization worked very well in any country - as far as standard of living, or the crime rate is concerned. I remember a National Geographic article from the eighties that shoed a decolonized town in central Africa. All the stop lights were burned out and broken and main street was all busted up. Kind of depressing, really.
On the other hand, I am not sure anyone wants to live under a benign dictatorship or oligarchy.

He recently laughingly said, to guest Pat Buchanan I think, that everyone knows how terrible the situation was in SA under the whites and that sanctions were necessary to change it.

Sad but true. The remains of the Brit and French empires continue to cause problems in both hemispheres. Unfortunately, the US is always blamed for it somehow. Kinda like when a black accuses my ancestors or myself of creating slavery when in fact my ancestors immigrated to this country to escape enslavement. The whole world has gone bananas.

My hat goes off, as always, to Walter Williams. He is one of the few Academics and one of the few columnists whose integrity is unquestionable.
But one needs to realize that the attack on Apartheid was never really about improving the lot of the South African Bantu. It was part of something quite broader and deeper in its implication. It was part of the same concept that destroyed the rights of Tshombe's Lunda people in Katanga, and justified the destruction of the rights of the Ibo in Nigeria--two Negro tribes that were crushed by the Western Left.
Had America adhered to her own traditions, the normal people in Africa today, both Black and White, would be infinitely better off. (See An American Foreign Policy.)
