I've been predicting something like this, though I thought they'd hit Arafat, too.
Arafat's non-targethood makes sense, though -- he's a household word, and to kill him would look bad. And going along with that, Israel puts him in a vice. Yasser's safety rests on claims that he wants peace, but is ineffective with the terrorist leaders. So now Israel removes the offending terrorists.
If attacks continue when Yasser's the only one left, he is shown to be (as we all know he is) a terrorist still, and thus a legitimate target.
To stay alive, Yasser has to actually exert control, and behave in a civilized manner.

RAMALLAH, West Bank, March 28 (Reuters) - Palestinian security sources said Israeli tanks were on the move in the West Bank on Thursday after government officials hinted at possible military retaliation for a Palestinian suicide bombing. The sources said 13 tanks, 13 armoured personnel carriers (APCs), three covered trucks and two buses packed with soldiers were seen heading towards an Israeli army base on the northern outskirts of the West Bank town of Ramallah. A Reuters cameraman said he saw more than 10 tanks and more than 10 APCs being transported on trucks northwards from Jerusalem towards Ramallah, 15 km (nine miles) away. An army spokeswoman told Reuters: "I can't specify anything about IDF (Israeli army) activity right now." Prime Minister Ariel Sharon's cabinet had planned a meeting later on Thursday to consider a response to Wednesday's suicide bombing at a seaside hotel that killed 20 people and wounded about 140 as they were sitting down to a Passover holiday feast.
