In defense of men who are uncomfortable with women looking them squarely in the eyes, there are a couple of things to remember. It is not just middle eastern Muslim men who are not cultural equipped to think of that look as anything but immodest and a temptation, but also orthodox Jews.

And an interesting thing is that Anglo-Saxon men often don't look each other in the eyes either, but glance at each other sideways while communicating.

I generally don't look strange men in the eyes, because I found when I was a young woman that that often invited unwelcomed sexual responses and sometimes hostility, as though eye contact was a dominance thing.

So, I wouldn't take a failure to be comfortable looking you in the eyes as a sure sign of shiftiness.

A final cultural footnote I found interesting was that middle eastern men often consider other men who won't talk with them very close, face to face, as unfriendly. They have some cultural thing about only being comfortable with another man if they are close enough to smell him and share breath with him. I remembered that when I saw Geraldo's interview with Arafat where they were so close that I was appallingly uncomfortable due to my cultural biases.
