Russia Helping China Build Systems for Taiwan Assault
DEBKAfile Political Analysis, Espionage, Terrorism Security Newsletter ^ | May 25, 2002 | Giora Shamis and Diane Shalem

China team reports have learned thatin early April 2002, the major Russian state armaments concern Rosoboroneksport apporved assistance to China by the Russian aerospace -defese industry in building up the required military equipment for a possible Taiwan operation.

Systems recently sold include two U.S. $200 million S-300F ship borne air defense systems for heavy cruisers, the naval counterpart of the S-300 surface to air missile system (SAM) that has a tatical ballistic missile defense (BMD) capability.

The choice of the S-300F by the PLA Army Navy (PLAN) may indicate that it intends to develop a class of 10,000 ton plus missile crusiers by 2005, possibly in tandem with large aircraft carriers for power projection through the Asia-Pacific region.

Russian sources indicate that China's indigenous shipbuilding industry is advancing towards the building of units geared toward a near-term Taiwan invasion.

Russian President Vladimir Putin recently fomed a new Almaz-Antey air defense concern that will include Altair and twenty other air defense related designers and manufacturers.

China is now concentrating on ordering key Russian subsystems, rather than complete combat systems such as aircraft and ships that can be quickly integrated into Chinese design platforms and eventually reverse engineered and improved.

Russia needs the money. China needs the goods. Isn't that what capitalism is all about?

This would be an important advance for them as they are severely deficient in their ability to project air power over their interests in the Spratley Islands and the Straits of Malacca. Before building an aircraft carrier, it would make sense to begin building your Aegis equivalent system to protect it.

"Doubt if Putin will be asked about this."

Putin and Russia have their own historical agenda.

We provide for our defense as well as the defense of many other places in the free world. (I'm willing to be we made more billions in military commerce than Russia and China and a dozen other countries combined last year.)

We don't own the planet. Other countries can provide for their own defenses/offenses. It's not their fault DEBKA always reads it in the most ominous light.

United States could buy military stuff in Russia and remove Brezhniev era sanctions for civilian exports. This way Russians will not need to look for money from China, Iran or similar places.

Depends if the Chi-Coms would be bolstered by what the Russians could provide to take on a huge superpower like the U.S.

Remember, Putin is former KGB.

But then there are those of different cultures (ie, anti-Western civilization) who would like to see Russia and the United States divided and enemies. It will never happen.

Or Washington Russophobes like Big Game Zbigniew Brzezinski and Congress memebers who insist on keeping 1974 anti-Soviet Jackson-Vanik sanctions against Russia.

Given that it's DEBKA, I'm surprised they weren't predicting that Russia would build aircraft carriers for the 200,000 Chinese troops lying in wait in Afghanistan.

When the US ceases to be an arms exporter, then we will have moral high ground to bitch about someone else.

My prediction was 3 years, looks like the Chi-coms are right on target.

More like 20 years to build a force truly capable of invading Taiwan.

Looking at minimum 8-10 years to have ONE operable fleet carrier with a trained air wing, IF they started building a carrier tomorrow (and they haven't started building a carrier, nor is there any signs they are about to...and all of the assorted Russian CVs they have are beyond repair).

It's not wonderful for the Russians; in fact, it's very stupid of them to do this.

China still thinks Russia stole its land so many years ago and they have a million Chinese prepositioned in Siberia in case something happens.

The U.S. is may be worried about this development, but if the Russian's realized what they are doing they would be worried more.

The Russians AREN'T building ANY aircraft carriers for the Chinese, and there are no indications they have any intention to do so.

Of course, not like anyone actually reads articles carefully....you'll note there is absolutely NOTHING about the Russians building aircraft carriers for the Chinese in the article. Which is from DEBKA anyway.

It is not about the money. It is about control. Russia and China have entered into a treaty on 7/16/01 that ties the two even closer. This treaty was like the 1,5,10 year treaties prior to the Sino-Soviet split in the late 1950's. As a bonus in this treaty the Russians are obligated to come to China's aid(political, military, and economic) in the event that there is a fight over Taiwan and the U.S. or if anyone else gets involved(sounds WWIish to me). I don't see Russia blindly entering a treaty that could cause a conflict of interest(U.S.). They know which way the wind is blowing and it is against the West.

The Russians have helped them immensely with manufacturing, aerospace, navy, infantry weaponry(fuel air bombs according to a several year old congressional hearing). The Chinese have positioned themselves at or near all the world's major water ways(Panama, sub bases on the tip of South Africa, poised to strike in the Straights of Taiwan, large amount of military and so called workers in the Sudan[right next to Egypt]. The Chinese are using Muslim extremists, ISI, Pakistan to attempt the destabilization of India while Russia aids India with weapons tech. Yet Russia says nothing of the advances that would end very lucrative deals; it is like they want a war in that region. Maybe for the sake of returning to the glory days? Once out of power it tends to drive a country insane thus they lust after it.

On thing is for certain, Russia is playing us for fools. They make open ended deals with us, but make underhanded deals with those who hate our guts and will do anything to destroy us. They continue the bio-weapons program under Biopreparate. There military writes scathing views toward us in their inner circles. We know that the top Red Mafia officials answer to head military leaders in the Russian government back home. Similarly, it has been known that in the 1950's the soviets penetrated organized crime to corrupt the West, run drugs for capital that was badly needed, and gain intelligence from the inner circles of intel services of various countries. The corruption in Russia is no different from the corruption in the Soviet days. This corruption is the essences of Marxist/Leninist ideology. Think of it this way, it is nothing but one giant organized crime syndicate that will unite when there is something that all parties want. Once that is achieved, it is back to double crossing your brother so to speak.

The more things change the more they stay the same.

The Chinese did get one aircraft carrier from the Russians. One that hadn't been completely finished in the Soviet day's, and a Chinese firm with heavy ties to the PLA said they would convert it into a 'floating hotel', yea right. I would imagine the Chinese will use the plans for this carrier to build their own style of carriers that suite them. Russia may have agreements with Beijing, but they will only go so far so as not to jeopardize their own future.

Chinese navy is not a danger to Russia. If Chinese were ever to invade Russia they would use VERY long land border instead of sailing around Korea to make a desant on Kamchatka. Russians need money and selling weapons is the a good business.

America should open trade relations with Russia and end the Brezhniev era sanctions. America could be better trading partner than China or Iran. Russia should be allowed to develop market economy.
