To do whatever he wants to do...what? You mean like stopping the obvious murder of an innocent handicapped American citizen who was being deprived of life, liberty, and the pursuit of happiness? The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State.
If you would bother to read where that came from (any conservative should know the source)and note the author, you would see facts and limitations of power do matter.
