The document says Republic of Kenya. It is dated February 17, 1964.

I don't think so. Web based resources that are not susceptible to editing by anyone and that have been around for years state that Kenya became "fully independent in 1963." Some form of government was in place. What they say is that a "Republican government was elected in 1964." The country was most likely using the name "The Republic of Kenya" before the elections under a republican government.

I’d say huge problem unless other contemporaneous publications corroborate the use of the term in that time period: newspapers, books, etc.
BTW, what did BCs say in Kenya BEFORE it was declared a republic?
