You have to realize that there can be as many of these Certificates as were issued by the registrar's office on as many occasions and on as many dates as there were requests fulfilled, don't you?
So, there CERTAINLY could be different copies issued on different dates, just as there would be if you requested a copy your own birth certificate on June 4, 1994 and again on October 17, 2007.

Orly could have her own (or access to) Certified Copy of a Registered Birth from Kenya. Let’s call that on “Orly.”
Now, are you saying there can only be one Certified Copy of a Registered Birth from Kenya in existence at any one point in time?
