It isn’t that I disagree with your understanding of the law, it is the means of its realization regarding most actual/potential misgivings. In other words, you are on the right track, but the conclusions you have made respecting outcomes do not square with the inputs. Your research on the two Senators is good enough, AS FAR AS IT GOES. But that is where the limitations arise.
