On the face of it, it's a certified true copy, which would make it more than a mere copy. A bureaucrat with requisite authority appears to have officially vouchsafed that it is an accurate, unaltered copy of the original on file. Hence the raised seal and registrar's signature.

But documents like this are relatively easy to forge, even documents with raised seals and "official" signatures.

This case gets weirder and weirder every day. I'm still not a "birther" but the longer the Obama administration tap dances and tries to direct attention from what should be a very easy matter to clear up, the more suspicious I become.

There are many elements that support credibility of the Kenyan BC
which the photoshopped Hawaiian "BC" does not have.

And furthermore note that Hawaii gives out "BC"s for foreigners born overseas.
