I can't figure whether he's imitating Il Duce Mussolini (similar lifted jaw) or FDR (ditto).

If FDR, he needs a long cigarette holder with a smokeless cigarette, and he needs to smile a lot more.

FDR had that big, big smile. No scowls for him.
