The holding in Kelo may have been correct if one accepts that the protection of property rights should be a state issue, but I don't think it was argued on that basis. Actually, I don't think either side really made the most substantive possible arguments, though given the Court's failure to acknowledge the Ninth Amendment, the most substantive pro-property-rights arguments might not have been the most effective.
It seems all sides regard the Fifth Amendment as saying "Private property may only be taken for public use/purposes, and even then only with just compensation". What it actually says is that "Just compensation must be paid when private property is taken for public use". It says nothing about taking private property for the purpose of giving it to someone else. Taking property for purposes of redistribution--even if no compensation whatsoever were given--is not forbidden by the Fifth Amendment because the wrongness and illegitimacy of action would have been considered so (bleep)ing obvious by the Founding Fathers that they saw no need to explicitly mention it.
The Ninth Amendment isn't designed to give a blank check to courts to declare that people have whatever rights the court wants to give them, without regard for whether such rights would be broadly acknowledged. It is designed to indicate that the failure of the Founders to explicitly list all of the rights that people so obviously have should not be taken as permission for governments to ignore them. Unfortunately, it seems that courts like to invoke the Ninth Amendment to grant "rights" which have never been broadly acknowledged, but not to protect rights which historically would have been not only acknowledged by nearly all honest people, but so strongly acknowledged that honest people would regard as dishonest anyone who would deny them.

I see Scalia as more of a traditionaist, with perhaps a Garand and an M1 Carbine. He might even have a blac powder weapon or two. But I would bet he is proficient with hand guns and shoots .22 rifle for peaceful pastime punching holes in paper.
