It is not a matter of people being 'that dumb', it's a matter of an affirmative action hire who is now above the law. He knew he was releasing' a forgery and that the Hawaiian officials would not be able to asseert otherwise without being subject to prosectution for revealing anything about barry bassturd's vital records.
