Fighting a deportation order could be considered "working towards citizenship".
It takes at least 5 years for those from Mexico to obtain US citizenship. So I would assume that is what “working towards citizenship” means. And that is for legal aliens, not sure how long it would take children brought in illegally by their parents.
Its kinda like saying that a bank robber is working towards financial independence.
