INS DOC FOUND: U.S. CERTIFICATE ISSUED TO ONE EAST AFRICAN-BORN CHILD OF U.S. CITIZEN IN 1961!

IMPLICATIVE DISCOVERY: A government document found buried in the online reference section of a Boston Public Library archive bolsters a growing mountain of evidentiary data against Barack Obama’s constitutional eligibility to be president. The document indicates that a consular officer issued a single certificate of statutory citizenship, within the time frame including August 4, 1961, to a child born to a U.S. citizen between July 1st and December 31st, 1961 in the Kenyan region of Africa. The record also reveals that the certificate was the only one issued for this specific type of arrival in the U.S. over a span of more than 18 months, among thousands from other parts of the world.


NEW YORK, NY – A recently discovered rare immigration record found by researchers working on behalf of an ongoing investigation into the Constitutional eligibility of Barack Obama to hold the office of the U.S. presidency reveals that an American consular officer issued a single Certificate of Citizenship to only one passenger arriving in the U.S. from the Kenyan region of Africa between July and December of 1961.

The record shows demographic and status classifications for a passenger who was explicitly recorded at the INS Arrival Inspection Station as an individual being born to a U.S. citizen parent arriving from the Kenyan region of Africa between July 1st and December 31st, 1961.

This information and the dates of its documentation are disturbing given the rare nature of the issuance of certificates of citizenship for children who acquire their citizenship by birth to incoming U.S. citizens in this particular region of Africa.


These dates not only align with the alleged date of Obama’s birth on August 4, 1961, but also with evidence indicating that Ann Dunham departed from Hawaii beginning in February, 1961, shortly after her undocumented marriage to Obama Sr.

Also supported by this data is the implication of an African trip by the absence of Dunham’s passport information which is known to have existed from the 1960s which was used in at least one occasion for her departure with Obama Jr. to Indonesia where the two lived with Lolo Soetoro, Dunham’s second husband. If Dunham had filed for a “renewal” of an old passport, rather than for a new passport in the mid 1960’s for the Indonesian trip, which would have been the common practice for the life of a passport, this would have been indicated on the missing application which would have been included with the series of documents released by an FOIA request in early 2010.



The Immigration and Naturalization Service published its annual Report of the Immigration and Naturalization Service in 1963, for the year of July 1st, 1961 ending on June 30th, 1962. According to information on page 99 of the report the only certificate of acquired citizenry issued based on the grounds of birth to a U.S. citizen abroad was coincidentally also issued in the same time frame during which Barack Obama’s alleged birth date occurred on August 4th, 1961.

According to the INS, Certificates of Citizenship are issued upon arrival in the U.S. to those who have acquired statutory citizenship (not natural-born citizenship) by birth to at least one U.S. citizen parent within the previous year while that parent(s) was temporarily in another country. COC are notifications provided by the American Consulate Service, via the INS, to individuals born to at least one U.S. citizen abroad in order to provide interim citizen alien status while immigration status is processed and secured. COC are not issued to natural-born citizens or children born to non-U.S. citizen parents arriving in the U.S., nor are COC received through the same process as required for naturalized citizenship, according to the INS.

A COAC is issued to an arriving child from abroad who is:



- born abroad to one U.S. citizen parent and one parent with “alien” non-citizen status, or
- born in the U.S. to two alien parents who both naturalize after the child’s birth, or
- born abroad to a U.S. citizen who did not live in (or come to) the United States for a period of time prior to the child’s birth, or
- adopted and is permanently residing in the United States and can become a U.S. citizen by action of law on the date on which all of the following requirements have been met:
- The child was lawfully admitted for permanent residence; and
- Either parent was a United States citizen by birth or naturalization; and
- The child was still under 18 years of age; and
- The child was not married; and
- The child was the parent’s legitimate child or was legitimated by the parent before the child’s 16th birthday (Stepchildren or children born out of wedlock who were not legitimated before their 16th birthday do not derive United States citizenship through their parents.); and
- If adopted, the child met the requirements of section 101(b)(1)(E) or (F) and has had a full and final adoption; and
- The child was residing in the United States in the legal custody of the U.S. citizen parent (this includes joint custody)

As previously reported by Dr. Jerome Corsi of WND and other sources, the void of documented and testimonial evidence accounting for Ann Dunham’s presence in Hawaii between February and early August of 1961 implies that she had reasons to travel to Kenya shortly after her undocumented marriage to Obama’s alleged father in February of 1961. According to the widely accepted but highly suspicious uncorroborated account of events, Dunham would have been at least three months pregnant at the time of the marriage. The only evidence accounting for Dunham’s presence after August 1961 is a transcript of registration to attend fall extension classes at the University of Washington, in Seattle, beginning in late August, 1961.




The previous year’s INS report shows that no other Certificates of Derived Citizenry by birth were issued to anyone arriving from the Kenyan region of Africa between July 1st, 1960 and June 30th, 1961. During this time, the INS recorded 282 alien arrivals from Kenya by air, and three U.S. citizens.

The arrival of these Kenyan aliens is corroborated by the African American Students Foundation Report of Activities 1959-1961 which documents the arrival of the same number of students in the U.S. on September 7, 1960 from Nairobi, Kenya via the second sortie of the Airlift America Project, a project initiated in April 1959 by the AASF and former Kenyan Prime Minister, Tom Mboya, to bring African students from Nairobi to study in the U.S.



Of the 2397 arrivals from Africa who were originally classified by the INS as “Aliens” between July 1, 1961 and June 30, 1962, only one was from Kenya. INS procedures dictate that arrivals under the age of 18 not possessing a U.S. passport are issued “alien” status until the alleged parents of the child are officially issued a Certificate of Citizenry. The Certificate of Citizenry can then be used in conjunction with state birth registration procedures to acquire a birth certificate for the child.

A COC is also considered a primary form of identification by the State of Hawaii in 1961 to prove a foreign born infant’s residency in the U.S. prompting the issuance of a standard Certificate of Live Birth under Hawaii Revised Statute 338-17 which would then allocate the location of the birth to the mother’s residence.

Corroborating data from passenger arrivals of flights entering the U.S. between July 1st, 1961 and June 30th, 1962 indicates this one individual may have been originally classified as an alien upon arrival prior to application for derivative citizenship. The INS report shows there was only one individual who was originally classified by the INS as an alien arriving by air from Kenya. This individual was possibly inspected by INS officers in Hawaii upon arrival at the INS station located within Honolulu International Airport sometime in early August of 1961.



Unfortunately, the report does not give data supporting that this individual was accompanied by a U.S. citizen parent. This may be explained by the disparity of time between being classified as an “alien” in the interim until a COAC was granted and the collection of data for this report’s date of publication.


According to the INS report data, a voluntary birth to a U.S. resident in Africa in 1961, away from the quality of care offered at U.S. hospitals was extremely rare with only eight such cases in more than two years. The rarity of this event would leave an easily referenced recording of the birth abroad. Hawaiian law also specifies that documentation used to issue birth certificates by the Hawaiian Health Department includes certificates of citizenship issued by the Immigration and Naturalization Service upon arrival of children born to U.S. citizens abroad.

This story creates more questions than it answers. It says Barack Sr. contributed $300 for Omar’s travel expenses. This goes against the idea that Barack Sr. was a broke college student who couldn’t afford to go back to Kenya. Second, it says, “Omar was directed to Browne & Nichols, a prestigious private boys school, by Ellen Frost, a friend of the elder Barack’s whose father was the preparatory school’s treasurer.” How did they have the money to send this kid to a private boy’s school in the early 1960s?? And then if the place was “often churning with visiting Kenyan students,” it seems the INS records would show a lot more aliens embarking from Kenya.

Maybe I'm misreading this, but doesn't this suggest that Omar didn't come to the U.S. until 1963 (from page 5 of the story)??

Mboya was an ardent advocate of education and the organizer of the famed airlifts of young Kenyans to the United States that had brought Obama to Boston, according to a list of the 1963 airlift participants in Mboya’s records at the Hoover Institution in Stanford, Calif.

What exactly does “sponsor” mean? Did he vouch for Omar so that he could remain in the USA, because BHO Sr. had already been sent back to Kenya, soon to be followed by Ruth Baker?

Jacobs reports that in 1971, when BHO Sr. returned to the USA, he hung out with Omar at his Perry St. (Cambridge) home, as did Auntie Zeituni, when she was in town. 1971 is the year that Uncle Omar wrote his letter to the editor of Ebony.

A Harvard grad student, Achola Pala Okeyo, called hanging at Omar’s a “rite of passage” for any Kenyan student in Boston.

Interestingly enough, Jacobs reports right there in her recently published book that Omar lives with other Kenyans in Framingham. He declined her request for an interview. Why couldn’t ICE find him, if Sally Jacobs could?

When will our lamestream media do their jobs? When will they answer all of these unanswered questions, not only about Uncle Omar, but also about his half-nephew?

Who are these people? Why are they here? How did they get here? Where are their papers? And why do they get pass after pass from our officials, our government, our media?

their entire research on the topic of Omar is worth reading, much hangs on the recently released book by Sally Jacobs, SHE apparently had the kenyan’s UNREDACTED INS documents for TWO YEARS.

I have seen NOTHING which conclusively shows when Omar arrived in the US, and suggesting that Mboya paid for the young man’s high school education is a huge stretch imo.

If you look a little deeper into the subject of the AASF you will find that Cora Weiss held the purse strings of that organisation.

The new facts released in the Daily Pen article do not in any way detract from a scenario of a return BOAC air trip from Kenya to Seattle by Ann Dunham and BHO-II via London and Vancouver in mid to late August 1961.

The facts presented in the article do NOT support their return trip by air to the USA via London, New York and San Francisco, except with some difficulty and required explanation by the author.

The facts released indicate that neither BHO Sr. nor either of Ann's parents were likely present at the birth of BHO-II at the CPGH in Mombasa.

The data showing that a COC (Certificate of Citizenship) was granted for one (1) alien during the time period, July 1, 1961 to December 31, 1961, embarking from a very large area in Africa, though not strong, DOES at least support the possibility that BHO-II was born in Kenya.

A proposed BHO-II NATIVITY TIMELINE , which I believe shows the major events occurring during the time period surrounding the birth of BHO-II in Kenya, is presented below:

Early November 1960: Ann Dunham becomes pregnant while a student at the University of Hawaii.

February 2, 1961: Ann Dunham, now about 3 months pregnant, and BHO Sr. the claimed father, allegedly are married on Maui.

Sometime in the approximate time period 2/2/1961 (marriage date) and 4/10/1961 (INS memo date): Ann and BHO Sr. attempt to make arrangements with the Salvation Army in Hawaii for the baby to be placed for adoption. ( http://www.wnd.com/2011/11/365749/ ) Apparently, the attempt to place the baby up for adoption in Hawaii was not successful.

Sometime in the approximate time period, March 1961 to April 1961: Ann, pregnant and now embarrassingly starting to show it, departs ALONE from Hawaii, via passenger cruise SHIP, and slowly heads across the ocean toward Kenya, with the intent of giving the baby to the Kenyan relatives of BHO Sr. for adoption. An extended sea voyage by Ann to Kenya, starting in the Spring of 1961, would help explain why there have not been any photos of her, while pregnant in Hawaii, publicly released.

August 4, 1961: BHO-II is born at the CPGH in Mombasa. Neither BHO Sr nor either one of Ann's parents are present at the birth. BHO Sr's relatives choose not to adopt BHO-II so Ann had no choice but to return with him to the USA. It is also possible, but less likely that Ann, feeling very maternal after the birth, decides to forget about any pre-arranged adoption with the relatives and chooses to keep her new baby son.

Mid to late August, 1961: Ann, BHO-II and possibly an American Christian Missionary who may have accompanied them, depart from Nariobi, Kenya and fly, via BOAC, first to London, and then to Vancouver, Canada.

Mid to late August, 1961: Ann and BHO-II travel the approximate 141 miles via ground transportation from Vancouver to Seattle, Washington, where Ann starts night school extension courses at the University of Washington for the Fall 1961 Semester.

I don’t mind being sniffed, but even conservatives can have reasonable disagreements about the “evidence” suggesting Obama is somehow not eligible to be the president. The fact of the matter is that he is the president.

My concern is much more with how we change that particular fact next November than with an increasingly marginalized argument about his birth certificate that gets absolutely no traction from the wider populace.

If you want to chase Obama’s birth records as a hobby, more power to you.

I’m more interested in working for his return to private life.

Well, I’d like to see a CONSERVATIVE REPUBLICAN as President along with CONSERVATIVE LED Republican majorities in both the House & the Senate.

At first glance, based on recent revelation of INS reports/tables I think your possible itinerary and timeline of events is very plausible.

I do believe if Obie did get a COC he somehow lost it possibly through adoption by Lolo. Since Hawaii is obviously hiding facts of his birth (maybe just the adoption, maybe birth outside the US) along with a likely chueco social security card and draft registration that he had some trouble with proving his citizenship.

Couple that with Stanley Anns missing passport records and missing National Archives records and parts of a possible puzzle fit. I still think it is possible that Madelyn Dunham accompanied Stanley Ann on her return trip, taking a week or two off work to be with the new mother and baby. It would not surprise me. It is also possible Stanley Ann left Kenya before having the baby and had it in Vancouver Canada..

Also, Uncle Omar's arrest report indicates his birth date as 6/3/44. He arrived in Cambridge when he was 19. Consequently, he was in the U.S. after 6/2/63.

I am on the fence as to a real cause of Breitbart’s death. However, it is very disconcerting to me that the apparent successor came out so fast and stated there would be no presentations as to ‘birther’ questions when in fact there was an outpouring of new information as to very possible activities of mama Stanley and travels to Kenya. This coupled with info that Breitbart had been talking with Sheriff Joe’s people makes the death more intriguing. It wouldn’t be the first time a mole e.g. Judas and Arnold as well as the plethora of communists that were involved in atomic secrets did inside work. This another case where the whole truth will need time.

I’m going with the ‘initially he (Barack Hussein Obama) lived with his brother when he arrived in Cambridge’ and that indicates that Omar was there when the kenyan commenced Harvard in September, 1962.

Cora Weiss can tell Sally Jacobs anything she likes, she’s already lied once, why should we believe her? Sally sat on the unredacted INS documents for two years(and still has not released them.)

Cora held the purse-strings for the AASF, Mboya was not the sponsor of the kenyan, his first sponsor was Elizabeth Mooney of the Laubach Org.

There never appears to have been any clear connection between the kenyan and Mboya - and why Mboya would use the precious funds of the AASF to send a youth to a private high school in the US is incomprehensible.

Omar MAY have arrived in 1963, but before I accept any more lies from the ‘experts’ I think it needs to be SHOWN by documented evidence...WHEN.

As we’ve discussed, those codes handwritten on the certificates are keypunch codes. The codes were used to classify information for statistical reports. Daily Pen is confusing how certain births were COUNTED in statistical reports with what was placed on the birth certificate. This is like how they statistically “correct” the census after the fact. The place of birth would be correctly noted on the birth certificate. But as we’ve learned, even if a person was not born in Hawaii, Hawaiian might, depending upon circumstances, issue a birth certificate that says he was born in Hawaii. A foundling, for example. Or a record generated upon the filing of an affidavit, claiming a home birth.

The story seems to have immediately attracted your attention, and you seem to be new to this board, with its multitude of topics. Not interesting - really? Do tell.

You are not very convincing innocent noob. In the rare case that they do show up, they lurk first, read what interests them, and then post.

They *DO NOT* jump into a long standing FR topic and start telling people to move along. It just makes no sense.

Right. There were state statistics that the HDOH was responsible to compile. Incidentally, a colleague requested to see those and was told they were not available to the public, IIRC.

The HDOH tried to claim to me that the original birth index (VR-1) that was required to be permanently retained was actually these IBM punchcards that they used for tabulation purposes, and that they were destroyed because they weren’t needed once the records were computerized. IOW, they are claiming that the only record they had of where the actual BC’s were located was IBM punchcards. At least that’s how I remember it. I’ve tried to find that e-mail but my computer has been hit and I’ve had to switch to a different computer so many times that my records are all over the place and that particular e-mail is in a zip file within a DBX file that I can’t either open or unzip.

Regarding BC’s based on affidavits, the inspector general for the HHS issued a report saying that home births or BC’s given on the basis of affidavits are the especially vulnerable spot in our records keeping, because a person can lie about anything in an affidavit.

The HDOH claimed to Lori Starfelt (or at least Starfelt claimed that they did) that if it’s an unattended birth the mother and baby have to be examined by a doctor who then signs the BC. The CDC classified its “unattended births” by those who didn’t have a doctor’s signature, IIRC - so that even if the birth happened outside the hospital with nobody there it would be considered an “attended birth” if it had a doctor’s signature - which the HDOh told Starfelt they had to have. I’m not sure what it means, then, that HI had some unattended births according to the CDC’s 1961 report.

Maybe it means that those BC’s were accepted on the basis of affidavits rather than a doctor’s signature within 30 days (which is what the HDOH rules gave as a timeframe for when BC’s had to be fully completed without being considered “delayed”).

All things considered, it does make my eyebrow go up to realize that former OIP Director Paul Tsukiyama affirmed the HDOH’s DENIAL OF ACCESS to Miss Tickly’s request for affidavits filed in support of any birth certificate for Obama. Tsukiyama literally wrote the book on the rules for responding to UIPA requests and knows that if the records don’t exist they have to say so. His affirmation of the denial of access is a strong statement that Obama’s BC (if there is one) relies on affidavits rather than a doctor’s signature on a BC filed within 30 days of the birth.

And that fits right in with Fukino’s statement in an interview that Obama’s birth record is half-typed, half-handwritten. It also fits what Abercrombie said about not being to find anything in the hospitals and about something being “actually written down” that would not convince any skeptics.

If such a thing happened, it would explain why Obama’s people had to forge both a long-form AND THE COLB: even though a COLB wouldn’t give the doctor’s name, the BC# would have an L in front of it (for “late”), and the BC would have to say on its face what affidavits were used to support the claims, and when they were filed. Such a BC is not considered prima facie evidence.

And the key here is that such a BC would only be necessary if neither Ann nor Obama were seen by a Hawaii doctor within the first 30 days after birth. Which also fits the scenario of Ann being in Seattle so soon. If she had been in HI anytime in August 1961 (as Abercrombie has claimed)she could have claimed the baby was born at home, had a doctor examine her and the baby within 30 days and sign the BC, and we could have a foreign-born POTUS that nobody could prove otherwise. The mother’s residency needn’t have had anything to do with it.

A poster here on FR is from HI and says he saw people come into Hawaii with their babies and get BC’s in this way. Which leads me to believe that HI must have been very lax with their standards, probably so that they could meet the number of citizens required for statehood (and then later perhaps to get more federal funding). I wish I could remember that person’s handle.
