Presidential Press Secretary Jay Carney insisted that the President's admitted heavy use of marijuana as a teenager “does not prove he is a dope.”

No, but every single thing he's done as President does. He promotes socialism - a economic/governing system proven time and again to fail, completely. Every one of his "policies" have been failures.

So while heavy use of marijuana may not prove he is a dope, there is more than enough anecdotal evidence to suggest it hasn't helped his mental capacity.
