Those are almost certainly antennae on the bottom of that thing. Given how small they are, it’s either snooping cell phone traffic or wifi.
Or surveillance. They don’t need large drones to take pictures.
I would agree with you on that. Tracking locations of high cell phone chatter I suspect to a local situation.

Looks like helicopter landing gear to me. They might double as some kind of antenna.
Aircraft is a hexrotor. Quadrotors are more common, lots of hobbyists are flying them. It is possible this one is a hobbyist’s.
I was thinking they were landing gear to protect the payload, which is probably a camera of some sort. If this thing is battery powered, wouldn’t most of the juice go to just keeping it aloft?
No, they're landing struts, like the legs on a regular helicopter.
It's about 4 ft. across so it really isn't that small.......

That’s a “hex-copter” (there are also “quad-copters” and “octo-copters” ... the antenna looking things are landing gear, and there’s a camera in a gimbal mount between them.
The multi-rotor copters are remarkably stable, and remarkably powerful. Each rotor is independently driven by its own miniature motor, computer control allows steering and directional motion by varying the speed of the individual motors.
