Why didn’t Bush do something about this EO when he was President?
There were no shootings on military bases.
I don’t understand why there aren’t armed guards on military bases, it’s a frigging MILITARY BASE. Why aren’t there guns?

Good question but I think that the answer lies in two parts. First, if you'll recall, Bush #43 (W) said he would sign an assault weapons ban. He could say this and be comforted in the knowledge that Congress would never send him one. But I'm pretty sure that he would have done so had one been sent to his desk.
Part two of this lies in his daddy, Bush #41. That Bush is decidedly antigun. He's the guy who got rid of all our cheap Chinese, Egyptian, Czech and Bulgarian 7.62x39 ammo by an EO ban. He's the guy who also banned (by EO) the superb H&K PSG-1 long range rifle from ever again competing at Camp Perry or being used to take game at 800+ meters. At a minimum of $10K to buy one, it wasn't high on the list of guns wanted in da 'Hood. This was also the guy, you'll remember, who coined the term for our society just after Gulf War #1 of New World Order, in 1992. That is not an accident.
Because Bush wasn’t nearly as “conservative” as everyone touted him to be.
I tried to point this out a couple of times, but was shouted down.
There were hundreds of EO's W should have overturned. The first thing Reagan did when he took office was to fix the EO mess that was left behind by Carter.
Because he agreed that disarming military personnel on base was a good idea.
Probably because:
1. No one asked him (43) to.
2. All the flag officers said not to.
When I was on active duty in the early 1990’s you had to store personal arms and ammunition in the unit arms room if you were in barracks. Do not know about quarters.
When I went back to active duty in 2012, we were told not to bring personal arms. If we did they would be registered and would have to be stored at the Rod and Gun Club. This is one reason many active duty personnel live off post.
Just one of my great disappointments about Bush43 is that he did ZERO to clean up the Clinton mess-—and he could have cleaned up a few of his old Dad’s foofaroos while he was at it. Bush43 owed us a cleanup of all the Clintoon appointees but he didn’t and that huge problem is still with us and getting worse. At some point we need a president with a large broom and the guts to sweep out a whole lot of pre-krap. Recent presidents have all held holy the dumbass stuff of their predecessors and that has got to stop.
