Cops by far and large are cowards. Columbine High School here in Colorado had a hundred cops hiding behind their cars while Harris and Klebold killed their follow classmates. Big tough guys, hiding behind their cars with their guns while unarmed teachers and defenseless children were slaughtered.

They are afraid to do anything by themselves — they always wait for back up and everyone else to arrive. After they have the numerical advantage they then act like heroes — aka Swat Team.
This was evident at Sandy Hook. While 6 cops were chasing one unarmed guy into the woods, they were hearing gunfire coming from inside the school where the kids were — and yet none of them even bothered to stop and go to where the shots were coming from.
It was the safe choice to stick with the group and gang up on one guy rather than go into the school and face the shooting and help those kids — even though that is what their police protocol called for.
