I have a solution for trigger-happy wanna-be-a-soldier type cops, especially those who are somehow unable to accomplish one-shot one-kill, despite hours and hours at the range at taxpayer expense. Sentence the yahoo to Afganistan for a year or two. Maybe he’ll gain a better respect for life, both human and animal, and a better understanding that his ‘militarized’ behavior is about as far from Real warrior behavior as night is from day.

They are failing to weed out the Sociopaths.
He got his emotional rush and was not interrupted by the Woman crossing the yard.
And while the dog was retreating he continued to fire to get the job done.
