Missouri authorities are drawing up contingency plans and seeking intelligence from U.S. police departments on out-of-state agitators, fearing that fresh riots could erupt if a grand jury does not indict a white officer for killing a black teen.
The plans are being thrashed out in meetings being held two to three times a week, according to people who have attended them. The FBI said it was also involved in the discussions.
Details of the meetings and intelligence sharing by Missouri police agencies and their counterparts around the country have not been reported before.
The grand jury is expected to decide next month whether to bring criminal charges against police officer Darren Wilson, who shot dead Michael Brown, 18, on Aug. 9 in Ferguson, Missouri....

Much rancor was made about that officer atop of the Bearcat glassing the crowd.
That officer could have killed a couple dozen rioters throwing molotov cocktails but didn’t because another rioter or protestor was the backstop.
So, in retrospect, the police response was less than it should have been.
And the 'stensions. Don't forget the 'stensions.
If I saw correctly, the looters got all up in dat 'stension bidnat.
Translation into the human: Looters looted and destroyed a hair salon and stole hair extensions, and hair extension littered the street outside.
It was a telling reminder of their mentality. I don't even wanna think about what happened at the rims store.
Yeah, I think the “riots” (ie, excuse for looting) needs to be dealt with with “extreme law and order” tactics.
Zero tolerance for criminal activity.
Anyone/group committing a crime needs to be arrested on the spot and hauled off to the cooler.

The RAT governor will just appoint a special prosecutor who will immediately indict. That should kick the can down the road.
