Simple solution. If over 100% of the registered voters vote, the entire ballot is thrown out from that precinct.

Which would have happened if all of the corrective measures were in place.

When someone took these findings to the proper authorities they were rebuffed, probably by a democrat judge.

I have served as a precinct chair and election judge for all of the presidential elections since 2000. I can tell you that the only way 100% could possibly take place is if there was voter fraud.

The reason why it is a statistically impossibility is that in every precinct someone is on the voter poll who is bonafidely dead and cannot possibly physically vote. There are always a few people who are out of town and did not vote early. There are people who do not vote because they do not want to be called for jury duty. In any one so-called black precinct there is going to be at least one person who does not like democrats.

If 100% means that everyone happened to show up and vote, that is impossible.

If 100% means that all those voting voted for Obama, well that is so impossible that even Factcheck had to make a positive kerfuffle about it.

In Wood County, Ohio, 106,258 voted in a county with only 98,213 eligible voters.

Interesting. That means that 8,045 more voted than are in the precinct.

Did they think that no one would notice?

That is pretty bold. It looks like a small group of organizers got busy a few days before the election, because it is really hard to illegally mark ballots the day of the vote.

It helps if you get all your buddies on board to mark ballots ahead of time.

And it helps if you make sure no one of the opposing party is working the polls that day.

And it helps if somehow you can intimidate the poll watchers or make it so they don't see any of your work.

And it really helps when you are found out that you have someone in authority who can throw off any legal action that just might come your way.
