That was one of the selling points: Levin said the state legislatures had to approve the list of amendments before the formation of the Article V so that they would know that was going to be discussed.
The state ratification has nothing to do with the formation of the Article V convention. The states only ratify the results.

That is part of the problem with all of these Article V discussions -- there is too much half-information and mis-information about what it is, what is does, how it operates, etc.

not sure where he gets that from but he does
but if your phrase about controlling the process was referring to what amendments come out of a convention, my answer is who cares what comes out - outlaw gravity if they want - the states must ratify it and that won't happen
