Who's to say?
But this much anyone who can think rationally can figure: if the agency advanced Obama significant monies to further a project based on a "born in Kenya" premise, when it was just stated nationwide that Obama was born in Hawaii, then the agency is pretty stupid. That notion is so stupid that it can't reasonably be believed that's what they did.
Or, perhaps maybe initially they thought "born in Kenya" was possible, but upon learning Obama had just prior told the national press he was born in Hawaii, they shrewdly abandoned that project, and this explains why said project didn't get one micrometer off the ground. In that case, one can say that the agency could at least acknowledge the reality of Obama having told several major national publications he was born in Hawaii and deal with that fact accordingly.
They could, whereas you can't.
They secured a large advance for Obama to write Journeys in Black and White, which began with Obama’s Kenyan birth. When he failed to produce the ms, they secured a second large advance for the same book. This is a matter of record.
